My website is sooooo SLOW. Frontend and WP Dashboard

Hi, I am having so many troubles with the performance of my website with this theme installed.

I applied a guide to optimize the website. So many plugins for improve the performance installed:
-“WP-Optimize” It’s running
-“WP-Supercache” Configured and enabled
-“Smush” for optimize all the images
-“BJ Lazy Load” for the performance load time and order

But the website still having so bad performance.
Pingdom test: Time score between 8s – 14s

The Dashboard is terrible slow, Please can you give me a fix?
